The Wisdom of man has never yet contrived a system of taxation that would operate with perfect equality.

PUTNAM COUNTY EQUALIZATION RATES
Of the ten New York Counties where we work Putnam County stands out as having a large percentage of their property assessed at full market value. These municipalities are wisely taking advantage of a State program which provides an economic incentive for assessing at full market value. This tends to lead to less inequities and therefore less complaints and court cases and subsequently the State is interested in its municipalities assessing at full market value.
Of course there are still a significant number of properties which are being over-assessed. Putnam County is also unique in that it is showing any municipalities with property values still appreciating whereas in many of the other counties like Westchester and Nassau and Suffolk on average they are still showing appreciation as between 2007 and 2008.
